Job Description

Trócaire works in partnership with local and church organisations, supporting communities in over 16 developing countries across Africa, Asia, Latin America and the Middle East to bring about lasting change. Trócaire envisages a just and peaceful world where; people’s dignity is ensured, and rights are respected; basic needs are met, and resources are shared equitably; people have control over their own lives; and those in power act for the common good.

As the official overseas development agency of the Irish Catholic Church, Trócaire started to work in Sierra Leone since 1994. In Trócaire Sierra Leone’s new strategic plan the ambition has been set out to capacity strengthen local organizations within the country. This is in line with Trócaire’sglobal partnership and localization strategy (2021-2025).

In addition, Trócaire Sierra Leone’s work will focus on two core pillars of work; Resource Rights (referred to as Trócaire’s Global Goal 2 work), which embeds Climate Change, Agriculture, Access to Markets and Livelihoods work. This pillar of work also includes resilience building of communities in order to better withstand and recover from natural and/or climate change related disasters (such as flooding, droughts, etc).

The second core pillar of work is Women’s Empowerment (referred to as Trócaire’s Global Goal 3 work), which embeds prevention of Sexual and Gender Based Violence, positive Social Norm change, women’s economic empowerment, increasing women’s voice and influence (power within) and supporting increased political representation of women in decision-making spaces.

The Localisation amp; Partnership Manager is a key role in the localization and partnership strengthening initiative of the organization. The role will lead in the roll out of Trócaire Sierra Leone’s localization and partnership capacity strengthening vision and ambitions. The role will also take the lead on all organizational development and accountability tasks and roll out, both for our partners, as well as for internal purposes.

Reporting to the Head of Programmes, this is a 1-year Fixed Term Contract (with the possibility of extension) and is based in Freetown with frequent travel to programme locations. This role will have line management responsibility for one existing team member.

Key Duties amp; Responsibilities:

Localization and Partner Capacity Strengthening

  • Lead the implementation of the localization and local organization capacity strengthening ambitions as per Trócaire Sierra Leone’s Country Strategic Plan.
  • Development of a country strategy on capacity strengthening and localisation with various stakeholders and colleagues from the Global Localisation Hub.
  • Lead the capacity strengthening efforts for Trócaire Sierra Leone’s current partners while using the Trócaire partner capacity assessment and support (PCAS) tools and approaches. This will include providing support to partner organisations in designing and delivering capacity and systems strengthening interventions.
  • Lead on country-level reporting to key localisation mechanisms, including the Charter 4 Change, as well as developing best practices and lessons learned documentation to improve overall capacity strengthening (i.e., leading on the analysis and documentation of best practices, lessons learned and innovation in capacity strengthening approaches and activities).
  • Support Trócaire Sierra Leone team members in their roles in terms of partnership and capacity strengthening (coaching, provision of training, tools, resources etc.).
  • Actively contribute to internal and external discussions and engagements around localization and partner capacity strengthening.
  • Develop capacity strengthening systems and mechanisms for a wider range of local organisations in Sierra Leone.
  • Lead on the design, roll out and analysis of partner and community feedback mechanisms, tools and guidance.

Organizational Development amp; Accountability

  • Lead the implementation of various accountability initiatives both for Trócaire Sierra Leone internally, as well as with partners. These include, but are not limited to:
  • Reach out, develop and maintain strong relationships with Trócaire Sierra Leone’s partners and other local organizations in the country as well as relevant stakeholders.
