Job Description

Trócaire works in partnership with local and church organisations, supporting communities in over 17 countries across Africa, Asia, Latin America and the Middle East to bring about lasting change. Trócaire envisages a just and peaceful world where people’s dignity is ensured and rights are respected; basic needs are met and resources are shared equitably; people have control over their own lives; and those in power act for the common good.

In Sierra Leone, Trócaire is working with partners to bring about positive and lasting changes around women’s socio-economic and political empowerment. Currently integrated programmes that promote women’s economic, social and political empowerment are being implemented by 16 local civil society partner organisations, funded by a variety of donors including Irish Aid, European Union, and Vastenactie, among others. Core to Trócaire’s partnership approach in Sierra Leone are civil society strengthening and organisational development.

In order to be able to deliver on and grow its integrated programme, Trócaire in Sierra Leone is seeking to recruit a Programme Officer for Women’s Economic Empowerment to be based in Freetown but with frequent travel to other districts. The Programme Officer role will lead on the delivery of women’s and youth economic empowerment approaches in Trócaire’s Strategic Plan. The role will have responsibility for the collective management of ongoing programming and managing a portfolio of civil society partner organisations. It also provides technical assistance to ensure a high level of programme quality for sustainable agricultural, food security and nutrition, financial inclusion, micro, small and medium enterprise development, technical, vocational, education and training (TVET), adult literacy, and resource rights, with a particular focus on equitable rights for women and men. The role will also support the development of well-designed projects and programmes for submission to institutional donors. The programme officer will work with partners to develop programmes which meet the needs of communities in both development and humanitarian contexts.

This is a fixed contract for 1 year and is based in Freetown, Sierra Leone, with a 6-month probation period, and the possibility of renewal.

Key Duties amp; Responsibilities

1. Programme Quality

  • Lead and assume accountability for the successful delivery of Women’s economic empowerment and food security programming of Trócaire’s Strategic Plan in Sierra Leone, both in development and humanitarian contexts.
  • Maintain up-to-date technical knowledge of thematic areas relating to Women’s economic empowerment, particularly in relation to; sustainable agricultural, food security and nutrition, financial inclusion, micro, small and medium enterprise development, technical, vocational, education and training (TVET), adult literacy, and resource rights, with a particular focus on equitable rights for women and men.
  • Ensure the delivery of high quality results under all projects and programmes relating to Women’s economic empowerment.
  • Co-lead in the development and roll out of needs assessments and programme baselines and endlines.
  • Manage programme Mamp;E and support partners to have effective results-based Mamp;E systems in place to gather, manage and analyse quality gender-sensitive data.
  • Manage and monitor programme and partner budgets and ensure timely budget expenditure and value for money ensuring compliance with financial norms and standards.
  • Support the country team to proactively drive an evidence-based agenda on the linkage between resource rights issues and women’s economic empowerment, particularly women’s land rights, and actively research areas for innovation and incorporate these into programme design.
  • Ensure that gender is mainstreamed in all programmes.
  • Support partners to prepare for and respond to emergencies which impact on livelihoods and food security.
  • Lead activities and coordination with a group of thematic partners delivering women’s economic empowerment programming, including partner communication, proposal development, contracts and information management.
  • Lead on capacity building initiatives, coaching, and mentoring of partners on women’s economic empowerment technical areas (including sustainable agriculture, livelihoods, food security, nutrition, TVET, adult literacy, and resource rights and management).
  • Design and deliver capacity building trainings, manuals and guidance documents for partners in key technical areas on Women’s economic empowerment.
