Job Description

Montrose is an international development project management and consultancy company providing support to clients operating in the developing world. Specialised in the sectors of health, education, rural livelihoods and private sector development, our clients include bilateral and multilateral development agencies, the private sector, Non-Governmental Organisations, and other development stakeholders.

Background

Montrose has been contracted to support the Monitoring, Evidence Learning and Review (MELR) of the FCDO Saving lives in Sierra Leone (SLiSL) programme. SLiSL seeks to save women’s and children’s lives by improving the quality, availability and accessibility of reproductive, maternal, new born and child health services. The programme’s purpose is to achieve a sustainable step-change in health outcomes for under-fives, adolescents, pregnant women and mothers. The five-year programme is divided into two phases: Phase 1 from October 2016 to September 2018, and Phase 2 from October 2018 to March 2021. The extension phase is from April to June 2021.

This Terms of Reference (ToR) outlines work to be covered during the extension phase of SLiSL focused on qualitative data collection on the topic of equity of access to health services for adolescents and for persons with disability.

Overview of Montrose’s Scope of Work for the Client

The following tasks have been identified for this technical engagement:

Training and Data Collection

  • Participate in an enumerator training for data collection in the field using the approved methodological approach.
  • Conduct a pilot of the data collection tools in Western Area to refine the tools before actual data collection takes place.
  • Conduct data collection in to be identified areas of Sierra Leone.
  • Provide daily updates on the progress of the field work to Qualitative Research Consultant (team leader).
  • Contribute field notes on dates of interviews and participant demographics, sound files, and any field notes to Qualitative Research Consultant.

Purpose of the Consultancy

The consultant will serve as an Enumerator as part of field team carrying out this qualitative data collection. S/He will be responsible for interviewing respondents at using FGD, KII, and IDI guides. See sections on Specific Roles and Responsibilities of the Consultant and Deliverables, below.

Specific Roles and Responsibilities of the Enumerator

The following are the specific roles and responsibilities of the Enumerator for each phase of the work.

Training: Attend an induction meeting and two-day Enumerator training in Freetown

  • Submit a signed copy of the contract and a copy of the Enumerator’s identification (National ID) for record purposes.
  • Attend the full Enumerator training, including induction on 30April, and training 3-4May 2021, in Freetown.
  • Sign the training attendance sheet and sign-out sheet daily. The training attendance sheet will be used to verify enumerator attendance.
  • Reviewing the project tools and raising any questions at the training.
  • While in the field, complete the enumerator daily summary report to record daily achievements.
  • Observe prescribed COVID-19 protective measures including wearing facemasks, observing appropriate social distancing, washing hands with soap, or using an alcoholic sanitiser.
  • Participate in a pilot activity aimed at allowing enumerators test their knowledge from the training received and provide feedback on tools.
  • A transport refund of the amount spent to attend the training will be refunded to the enumerator. The enumerator must provide a receipt in order to receive a transport refund.

Pilot: Conducting a 2-day data collection pilot in Western Area (urban/rural)

  • Conducting the data collection where applicable following the field plan provided.
  • Supporting the Team Leader to undertake key informant interviews and facilitating focus group discussions in line with the prescribed field plan.
  • Provide feedback on tools and their use, as well as suggested improvements to the tools.
  • Working under the leadership and guidance of a Team Leader.
  • Making sure to work well with other members of the team. The Research teams shall be comprised of five people, including the Team Leader.
  • Attending all briefing/ de-briefing sessions organised by the Team Leader.
  • Initiate check-in daily with the Team Leader.
  • Being sensitive to the participants’ needs and acting in an ethical manner.
  • Raising any issues in the field promptly to the Team Leader.
  • Ensuring the safety of personal effects
